A significant amount of work went into fixing the traditional problems with this feature for IE7. Hmm. Try this:

CODE
<link rel="shortcut icon" href="URL TO FAVIICON HERE">

I'm starting to think it's a bug or error, because other people are having the same exact problem that you're having. It's most likely a bug see:

Basically the IE adminsitrators and workers and trying to fix it so I guess it may be a while before it works again. IE7 has a lot of bugs at the moment.

^See, it's exactly like I said. There a bugs that the IE admins need to work out because I was reading this article and they said that 60% of people were complaining about the favicons not working and they're trying to develope a new fix for it so the favicons will work for everyone. It seems that IE7 is giving alot of people problems.

The weird thing are, other websites like cb favicons work in IE.7 because I can see their favicon.

Personally, I'd add both the HTML tag and the favicon.ico at your site root. This was, iirc, how the favorite icons used to work: just copy the icon file to http://yoursite.com/favicon.ico and IE would see it.
