I'm quite new to creating layouts, and unfortunately, my computer is a piece of crap so I am unable to design my own layout.

Someone move this. Anyway, pm any person who made a skin you like and try ask them through pm. You should read the community guidelines before you post stuff you know.

i don't even think there is a forum like that. there are a lot of people who will help you around here but your not supposed to have these kind of topics. look for someone who is good or who you admire their work ^_^
