Then it's under filters>renders>lens flare or something. Not sure about Photoshop 9, but that's where it is at 7. Although it may not be the exact lighting. I'm not 100% sure if photoshop has that effect.

Photoshop doesn't really have that. It's more of a custom thing in PSP, which is most likely what that person used.
