is the spot i'm indicating (the cloud/atomic bomb things) done with effects, or do you think the person drew it? if it's effects, could someone point me in the direction of how to do something like that? THANK YOU. :]]

The person may have originally drawn the black line art, and then used techniques, such as vivid colors on "Screen" mode and various other techniques.

They could be drawings. They might also be brushes and then they used layer effects to add the colors you see.
