Im wondering how to create line paper like the background here;

I googled it, and went to images. You can google "ruled paper" or "lined paper":

But as for that picture, I'm not sure what they used. Could've been just an image, or maybe a brush.

Also you can visit stock images sites, but if you really want to make your own you can try good-tutorials. They used to have some.

It's possible they may have scanned a sheet of paper, but I don't think scanning quality is as sharp.

Just simply draw light blue/light pink lines in coordinating areas like normal notebook paper.

Just turn your rulers on and use a small circular brush.
