For the first one you could try here. The second one looks like a shadow effect. What program are you using?

Have you tried searching "Drop Shadow" on your program?

New layer.

Paste star shape (make sure it's background is transparent or use a brush or one of your fonts)

Right click on the star layer.

Blending Options.

Stroke or Glowing Effect.

:)

its a dropshadow.
