dashed outline, how?

sometimes i see pictures in people's layouts of a dashed outline of someone. like they cut them out using the lasso or w/e and then instead of them using a solid color to outline it its dashed as tho it was still in marquee state? do u understand? i jus want a tutorial for that.

I didn't notice that you had to take a screenshot to do it. So can this be closed or you what more ideas?
