It looks sorta like the Dreamy Effect:

thanks for your guyses help
hmm...im really just looking for how bright and like angel like look it has ive done all the tutorial on photoshop and it doesnt seem to help much but thanks for the links!<3 ----- how do I get the shine affect on her eyes?? ??????????/ Please do not create multiple topics about the same thing.
