1st: You need animation software to do that... like Imageready, or Animation Shop 3. Once you have that, you make a graphic, place that one in one frame, then change the colors of that one word, and place that in the next frame after the first. Then save as a .gif.
2nd: In your image program, make a new layer and set it's mode to Overlay. Then use a series of white-colored brushes, and violà! |

What it looks like to me is just a whole bunch of brushes scrunched together with some white brush on top.
