As far as I can tell, the stroke feature was not used because the outlines are not neat; they're rather sloppy and choppy (but that's not a bad thing!). You simply cut out the images from their original. What program are you using? What tool are you most comfortable with, lasso or pen tool? It'll be easier to explain if I know which method you prefer. :) There could be other ways as well.

Umm I use PS7.
I'm comfortable with using the lasso tool and the pen tool. It doesn't really matter which one. Anywho, thanks for all your help =] |

You can really just select where you want to stroke, and go to edit >> stroke.
