I'm going to enter this image for this contest, but requirements limits it to be under 210000 bytes. The lowest I can go without having to mess up the quality in JPG saving in Photoshop is 8.. or 7.. but you can start to notice these ugly spots very well.. stubborn.gif -.- I usually save it in 10 .. so yeah.. but ugh. pinch.gif >< Umm.. Is there a way I can save my banner.. with good quality, yet under 210000 bytes? Any tricks? :3

When you say 8 or 7, I'm assuming that you're using the "Save As" option rather than "Save for Web". I say that because "save as" gives you a 1-10 scale, and the second option gives you a 1-100 scale. Try that and see if it makes a difference for you? This way you can play around with format as well.
