File > Save Optimized As (should be set at .gif)

Ok Thank You!!! Hey Do You Know What the Filter Is??? because I know its not emboss or diffuse and I cam't figure out what it is

The picture looks grainy, I think it was just blurred. If you're talking color, then go to your Layers Palette and set it to Color.
