Those aren't thick lines, its just using the marquee tool, filling it with a color and a pattern. So what do you want to know how to do? How to fill it w/ a pattern or ?

How to make WHAT?

you just select the area with the marquee tool, and then with your paintbucket tool fill it in with, as toya said, either a color or a pattern.
