It looks like you need an extraction tut, b/c those people were extrated from whatever background they were on.

It looks like a... 10 by 10-ish pattern. An x pattern. Make one. Then make two layers.
First layer: Fill it with your pattern Second layer: Fill it with a gradient and put it on... Soft light? Overlay? Something like that. Then between this layer and the first layer, stick all your images. |
