how do u get the glow part on the psd and how do u make the pic inside the buble thingy im using PSP 9

On the bubble part..looks like they made a selection using the selection tool and chiseled it.

Use my tutorial of a clipping mask, and, it's outer glow, which is under the blending effects.

maybe serach around for the glow part
I don't use psp 9
I can try to help find a tutorial
maybe search glowing edge in goodgle or something
idk.

1. Make the selection of your image. Pick the Circle preset.
2. Open a new image and put the background as the color you want the glowy part to be.
3. Paste the image onto the background as a new selection.
4. Go to selections>> Modify>> Expand & set the options to "3 pixels"
5. Now to to selections>> Modify>> Feather & set the options to "5 pixels."
