what's a skin toner ? What does it do? How does it affect your skin? what's so great about?

I'm still confused.
I'd already know it's for the skin, makes it better, and etc. Specifically, everyone use the word "toner" that I don’t even get it. basically, it mentioned that they use a tuner and tells the results of it. |
