Open a picture, then go to:
Select>>All>> then copy the image.

Image>>Mode>>Greyscale.

Image>>Mode>>RGB color.

Paste the image you copied before.
Then, using the eraser, erase whatever you want to be black and white, leaving only colored parts that you desire.
