a picture with your layout on the bottem right

how do i add a picture to my layout if i wanted the picture to be like on the bottem right? like i want it so when you scroll it will go down with you and like its WITH your layout.. does it make sense what im riting? i want this picture

it works but the thing is that i had polka dots in my background and when i put up that picture like all the polkadots r gone is there a way to hav both anddd also hav my picture b like transparent like it goes on top of the lines instead of under it?? THANK U PLEASE HELp

Well there is no real way to have 2 backgrounds like that really..
One or the other I guess..

The image? You would have to get it in a program like psp or photoshop or gimp (maybe) and then yea you can lower the opactiy in there or cut it out.
