i-frame and scroll bar, how to change color of scroll bar in iframe, and add a title Options

Hi there, i have made an i-frame up on my website which can be seen at http://trigzz.tripod.com/index.html

i have been trying to put the word "UPDATES;" in the green space at the top between the two borders but for the life of me can not work it out, and have also been trying to change the scroll bar color but can not work this out either. Can anyone help me please??? the code i used was:

first set a scrollbar in your css.

than the same one will apply thoughout your page.

Scrollbar styles only work in Internet Explorer. Are you viewing it in IE?

Hi, i have IE.
I managed to change the scroll bar color: http://trigzz.tripod.com/suz.html
but it screwed around with my layout and i cant edit the code for the scrollbar now. (im using trellix site builder)

the code i entered was this:
