since when did all the old topics come back and when are the bylaws that are passed going to take effect because we dont seem to be doing anything. have they been submitted to the admins?

Well, old topics may come up because people were so bored, and they just dug deep into the forum, found an interesting topic, and replyed. Then it goes to the top of the list and everyone looks at the top of the list, and replies.
