i think its an image. but you can make it into a brush im guessing.

Yeah, that's an image - if you find it, you can make it into a brush (like Jeng said)

I think they made it themselves, or it's an image cut from a cartoon.

It is a brush. I use to have this brush before I got a virus and lost all my brushes. I don't recall where I downloaded it though, sorry. BUT I do know its one of the links from the BBOR.
