What" effect" are you talking about? Might be best to ask the creator. What it looks like they did was create a texture or something and cut out parts of it to let the pictures show thru. Something to that effect. A few of the layers look like they've been desaturated... The two black and white ones. The other three look like a smart blur has been applied to them...

It's not pain daubs. I've tried that and it doesn't work.

Did you try that? 'cause It's looks almost exactly like what you've posted. Especially on this one.

i've tried that. but it doesn't work that well. and on some, it doesn't show at all.

The again, Posterize (low level. 4-ish.) mixed with Smart blue looks like that too. &the effect... Oh what's the name of it? Cutout. Is that even a PS filter? I wonder...

Filters -> Adjustments -> Posterize -> Set to 4-ish. Depending how "daub-y" you want it too look. Lower for more and higher for less.
Filters -> Adjustments -> Smart Blur -> Play around with the settings. I like to just pull all the sliders all the way over. =X

are we talking about Photoshop? because it's not wrking for me. there's no filters menu. only a filter menu. and it doesn't have the adjusments thing.

i'm sorry! i'm so completely clueless!

I don't use photoshop. That's why I was wondering if Cutout was a PS filter. I know you have both of those filters tho. So just look through the menus for them. There's only so many places they could be.
I do believe it's Image -> Adjustments -> Posterize in PS. &it's Filter -> Blur -> Smart Blue.

some of them look like Edge Preserving Smooth or Median Filter.

those are for psp, but try a noise removing filter at a high level.
