I'm not sure if this will work, but the blur tool can smooth out the letters.
Set it to 13-14%.

Jonathan, the letters are already blurred, so what would be the point in blurring them some more? Hah.

Well, uh. I would say that if a whole image of say, a person or something that's not in great detail which is blurred can be sharpened a bit. But if letters are blurred a great deal, it won't work.

Do you have the blurred image for an example?

She probably used the smudge tool for that.

You could attempt to smudge it back to the original position but...that would be EXTREMELY difficult and way too time-consuming.

Oh, wow.. What Gigi means is that it looks like she smudged in one direction, and you can try using the smudge tool to smudge it in the other direction. It's possible perhaps, but that would take a lot of work. Especially at the bottom where you can't even halfway read the text. I don't see it happening.
