My guess would be Flash or if just for gifs, ImageReady (which is part of Photoshop)

Uhm, yes, you'll just have to do it layer by layer.

yes it does, but don't do it by mouse because it'll zoom in.

Yeah Animation Shop 2 or 3 is the best choice _smile.gif its easier to make icons on.

Actually its both sort of . Frame by Frame is simply using the animation frames but layer by layer you could have images and what not and hide certain layers in the frame.

For animation shop most likely its frame by frame .. Imageready = either or.

Scroll down image? I don't get it exactly..

I think the best software is Adobe ImageReady, but the easiest software to use is Jasc Animation Shop.

Well, technically, that's the same thing.

A layer in photoshop could be considered a frame in imageready since the layers are the only things that change, like how a movie is frame by frame.

Animation Shop 3 is the one I use. You can make really good animation with that - check out the banner in my layout - created with Animation Shop Pro.l

I have Photoshop/Imageready and Paintshop Pro/Animation Shop. If you want to make icons with pictures/3D type things, you have a lot more options in Photoshop/Imageready, but it's more expensive than Paintshop Pro/Animation Shop. You can still make really cool icons with Paintshop Pro/Animation Shop. Sorry if that's confusing.
I would recommend Paintshop Pro/Animation Shop.
