Well, I think they may have made the banner, then went on to ms word, opened it,went to format>>borders and shading, then selected the dotted border, then pressed ok. Sfter that you can do Prntscrn, open ms paint press ctrl v, then the screen would be there, crop the image and save. Hope that helps!
