In your style tags add this code, after putting w/e you want in a textbox:
CODE
textarea {background-color:white;
background-image:url();
border-width:1px;
border-style:solid;
border-color: black;
color: black;
font-family:Arial;
scrollbar-base-color: ffffff;
scrollbar-track-color:ffffff;
scrollbar-face-color:ffffff;
scrollbar-highlight-color: ffffff;
scrollbar-3dlight-color: ffffff;
scrollbar-darkshadow-color: ffffff;
scrollbar-shadow-color: ffffff;
scrollbar-arrow-color: 000000;
cursor:help;}

I'm not sure what you mean by arrows and dots, but you can change the border to any of the following by changing the context of "border-style:solid;" to any of these:

none, dotted, dashed, solid, double, groove, ridge, inset, or outset
