what does it mean when it says my image needs to be 140 dpi?

DPI: Printing term that describes the number of dots per inch that are used to create an image. (The image can be a font or graphic)

Are you printing it? Images made purely for screen should be 72-96 DPI; images made for print should be around 360-400 for highest quality (or higher if you have access to a laser printer or other high-res printer).

nope..i never asked about dpi before..lol

but on photoshop how do you tell how many dpi ur graphic is?

When you create an image, the DPI is set in the area marked "Resolution ___ pixels/inch".
