in photoshop you have the item selected and you go to Edit - Stroke.
for paint shop pro you select the object, make a new layer under it, go to Selections - Modify - Expand.. any number you want. fill the selection with a color and deselect and it'll be outlined. |

wait im confused ok I tried on adobe and how do you select the picture ?? Also I went to select>>and then stroke but its not bold or whatever, it won't let me press it...?? I tried on PSP and I don't understand it..can someone please explain better ??

Ok for photoshop make the person or pic you wnat to be outlined its own layer.
Then go to the layer pallete (bottom right hand corner) and click the"f" looking character. Then go to stroke and play w/ the settings/ |

ok i got that but its saying that it can't stroke b/c there is nothing 2 stroke ?? so what do I do now can someone show me a print screen example please =]

Try again. Make sure the layer has something on it . Meaning on the new layer should be the picture you want stroked.
