i would like to make it on a website that when you hover over a picture/link that it turns the picture/link into the "stamp" filter in photoshop...any ideas?

.... You'd need two images. To make rollovers. Time counsuming, but really the only way to do so.

No, I don't know you. CSS rollovers are easier for me, javascript might be easier for you. I personally find this site easy to understand but you might not. That's why I gave you the google link.
