I was wondering, if anyone knew how this girl got her pictures to look this way?!? huh.gif what effects,steps... anything.. did she use?
example

ps.. i'm using paint shop pro 8..

^ They're normal pics taken w/ a digital camera.

There isn't anything special about them..

If it was vectored it'd look a hella lot different.
