how do you, make these kind of pictures

ive seen alot of these kinds of artwork..and have been wondering how to make them. like...the bluish/whitish/black blurry dreamy kind of style. help please? thnx =]

If you're using photoshop....

for the blurry effect- duplicate the layer, gaussian (sp?) blur it anywhere from 5-8, and then lower the opacity to like 50% or even smaller. Find something you like, otherwords.

And for the bluish tint-
There are many ways you could get this. The easiest one that comes to my mind would be cntrl+u, check the colourize box, and play around with the blues.
The other way that comes to mind would be making a new layer blue, and either lowering the opacity and playing with the blending options.

hm..i didnt get the same results.. sad.gif is there any colorization or use of the dodge tool in it? i used a color photo and it didnt come out like that..=\

Maybe, yes. Most things that are done on PS can work on PSP too.
