 i saw this like 5 times so i went to look for a tut on it  never found it  so yeah i wanna knowwwwww its so shiny  please help me find it thanksedit - forgot.. im talkign about the shiny colors around the guy

You can just use brushes and bright colors and to brighten the picture up you can maybe use the dream effect ( ps dream effect tut in tut section).
