Flash, a bit of Photoshop, some ActionScripting. Somewhat tedious but that's what I used for my banner. Of course, I did all of that (and the music) before I found this site. Which means I put in more effort than I needed. =)

Surprisingly, for the quality of the sound, the files are pretty small and they load pretty quickly. It's definitely not the quality of having an MP3 up on a site but given the size and quickness in loading, I'd say the tradeoffs are worth it.
