FTP is a method of putting and getting files from a remote host (aka "server"). It's often needed for webpages because webpages are often served by a remote server, and the only way to get files to that server is via FTP.

In theory, yes. But this would require setting up the proper server software, leasing a static IP address from your ISP (for maximum efficiency), and possibly even upgrading to a "commercial" account that allows you to run a website.

You dont need anything else, then a Web Server installed on your computer and a static IP Address, that's all

For the free FTP thing, you can use trials from SmartFTP or TurboFTP.
