i wanna do this...i seen it in the austin power movie and i wanna know how can i do this...i dont know that much of psp7 so yeah a little help might be needed
 its on the right side...its 4 pics of him and well there all differ colors |

Select a section of the picture, make a new layer, fill with color, set mode to "Color", repeat as many times as you like.

No. Because it's kinda selef-explanitory.
 Do you know how to colorize? I mean actually colorize? Then it'll make sense if you read it a few times over. If not, then... All you really need is basic understanding of Photoshop, it should make sense if you follow it closely. Meh. Use the rectangular marquee tool for an effect as in the picture you posted.
