to me,
kissing means using the tongue or just some lip to lip thing, and making out means using the tongue but for a longer period of time. |

Making out is kissing, but kissing doesn't necessarily means making out.

kissing is on the lips or cheek without tongue.
making out is with tongue and usually lasts for longer amounts of time, you could also add in touching and feeling. |
