its a colorization. i dont know if photoshop has it, but psp has a Change to Target brush where u can go over the image with different colors (use a low opacity). its really good for colorizations.

so i think they used paint shop pro . i dont think u could do that using coloriazation i tried.

and i think to rotate the image... you go up top... Image>rotate...

then choose left right and what degree.

or... that's just paint shop pro.

GRADIENTS ::
(This asumes you have basic PS knowlage)
1. Pick two purple colors and set them as your foreground and background.
2. Create a new layer. (Shift + Ctrl + 'N')
3. Select the gradient tool and choose the first gradient. It should be a gradient of just the two colors you selected earlier, if not... Search for a gradient that is.
3. Decide where you want the colors and apply the gradient in the manner that you wish to the new layer.
4. Set the layer's blending mode to Color.

CLOUD FILTER ::
(This asumes you have basic PS knowlage)
1. Pick two purple colors and set them as your foreground and background.
2. Create a new layer. (Shift + Ctrl + 'N')
3.. Apply the Cloud filter to the new layer. (Filter -> Render -> Clouds)
4. Reapply this filter as many times as you like to achive the effect you like. Make sure there's a definate difference between the colors.
5. Set the layer's blending mode to Color.

You can create gradients with more than two colors... It's just a tad more complicated than two-color gradients.
