Uhm, well, I bet that person used Photo Shop or Paint Shop Pro and they used a star brush, but if you don't have those nor you don't want them, you can always search for a pretty star on Google Image Search and copy it and then paste it over and over again in Paint. I don't know where you got Mircosoft Word from.

It's not hard to make stars on paint is it? Just use the line tool and create one using the same technique you use to draw a star on a piece of paper. Then just erase the lines inside the star with the eraser tool and fill in the star with the color of your choice with the paint bucket tool. You can also make the outline bolder by editing the thickness of the lines on the line tool.
