No no definately not. When you're in a relationship wih someone you shouldn't go snogging with other guys, it'll just give him areason to break up or to do the same with other girls. I would talk to him if it bothers you this much. And ask him why he said this.

^ He might be saying that because he's guilty of doing "those things" with other girls and he wants to say, "Well you can do it too!" I don't know how easy it is for you to just dump him, but I say you have a 1 on 1 with him and get to know him a bit better. If he thinks it's okay for you to snog other guys, maybe he's not ready for a REAL commitment.
It's good that you're not saying, "Oh cool!" and that you're actually analyzing the situation.
