I like it, except maybe bring the dropshadow of the swirlies closer to them, and a little less blurry. I like the quote too.

I love that! The brushes that you used are awesome! The colors are pretty, and the font is a little light but it's beautiful.

I like the effect you did with the text. I don't like the colors you used, though.
They don't seem to mix well. I'm not fond of the swirlies either. I think they are a bit too overrated nowadays. Good effort, though.

I like it ^^ The only thing that I would suggest is to change the & to and...*shrug* That would just look better to me, I guess.
I like how the lightness of the font color gives it a faded look, too =] |

I think you should make the banner smaller length wise since there's too much empty space. Swirlies are a little overused, but other than that I think your friend will love it, it's pretty and I like the effects you chose.

Nice quote, but the quote doesn't go with the image. All in all, the banner isn't impressive, IMO, and I agree with Sharerol about the swirlies. They're used way too much in graphics, nowadays. I guess it's okay if you like that sort of stuff.
