Hey, I would really suggest learning HTML and CSS. The best place to begin would be Lissaexplains.com There are some awesome tutorials that can really walk you through step by step. If you are really hardcore about it I would suggest getting some form of Photoshop- you can get the "Limited Edition" (what I use) for about 40-50 bucks if you look hard enough (try Student Discount websites). You don't get all the neat gadgets as Photoshop has but you get a lot and all you'll need for layouts.
