well i think becuz on the 10th she's performing at vancouver. and i live in richmond, which is right beside it. and my friend told me that she heard hilary duff will be at one of the malls =D filming something for her stuff from duff thingy

Oooooh I have family that lives in Richmond!
 This is what I'd bring if she were to do a local visit/performance -1 spud launcher -10 of the finest Idaho potatoes I could find -A good pair of running shoes and some clever countermeasures which will be utilized to evade security guards.

yeah Hilary Duff is going to perform her concert in Seattle if you didn't know and my sister is going to go to her concert, so that means Hilary Duff is in Washington right now!
