align the div with the background Options

on mozilla my div is aligned with my background...yet on internet explorere they're both on top of each other...is there a way that has them both aligned no matter what? i thought that there was a code for it. can someone please tell me what i'm doing wrong?

Not really. The divs will almost always be mis-aligned if you look at it in different browsers and resolutions.
