top border issues Options

I am coding a layout for a friend. Link Here As you can see, I am making dashed borders around the blog itself and the modules. But I can't seem to code my code so I get a top-border around the date. I have tried everything. If you want the code let me know. I also had to delete the footer at the bottom because it wouldn't center. I would like the footer if possible centered. I have looked around the help forum quite a bit. It took forever on my 56k. I thank you for all your help ahead of time.
