Make one? Use Photoshop. You can do pretty much whatever you want and however you want to design it. Coding it? You can use some of the codes for xanga, like divs, the CSS, and a few other codes. If you need help with Dreamweaver, you can look at the tutorials here: http://www.pixel2life.com and http://www.sitebuilder.ws/dreamweaver/tutorials/

um,when i make a layout do i have to,put the navi,like for example:home,refresh,bla,bla?

Yes. How would you and your viewers be able to navigate around the site without one? There are many different types of navigation. There are tons of codes with HTML/Javascript?PHP and others that you can use. So, you're free to do it however way you want.
