Can a person speak even this person is born deaf?

They can't hear doesn't mean they can't speak. There's nothing wrong with their vocal cords. They can observe the way the mouth move, and feel and touch. Yeah they probably can't speak like we do easily, but they can speak. But sadly they can't hear the response. They can read lips though.

Yes, you can learn to speak if you're deaf.
Quite a few of my friends were born deaf, and they all speak just fine. Granted, it's just a bit harder to make out what they're saying sometimes, but you can always understand what they're saying. They have vocal cords. They have the ability to use them. Yes, they can speak just like everybody else.
Just use the Helen Keller story. The girl was born a deaf mute, but she learned to speak. Even if it takes a bit of time, anyone can speak.

i don't think they can speak... coz i haven't seen this.
but if they deaf by accident, they can speak
that's what i think.

I know deaf people, my grandparents are deaf. They can somewhat speak, however, most of them you can not understand. They do have vocal cords and what not, but something is wrong with their voice where it doesn't come out clear. So, it depends. I know deaf people you can understand when they talk, but it's still kinda raspy and you can barely understand them.

in elementary, we had a large deaf population at my school so, of course, we learned about this stuff. yes, there is nothing wrong with their vocal cords or anything like that but since they are deaf and can't hear anyone talk, then they can't! but they have to go through some of sort of "training" in order to learn. so the answer is yes. wink.gif

and since the question has been answered and to cut down on repeatative posts...i will close this.
