I am not 100% sure in PSP cause I stopped playing with it on version 4 or something, but I think it would be just like PS ... change the opacity, 100% is full, the more u go down the more the img fades, witch will make it look like you can see through it ...

You can do that either through PSP or using codes. Which one do you want to use?

good idea "gotnoheart" i forgot about doing it in alpha code . basic css or even some java would work also..

Layer -> New Layer -> Selection Tool -> Make a selection -> Flood Fill selection -> Fool around with opacity until you get it the way you want....
