Basically, if you didn't get the dictionary definition, here's what it means:

Men who dress nice, and are not messy or whatever. They have good hygiene, keep clean... Hmm, more in "touch" with their feminine side. But not gay. Some are, yeah, but there are normal, messy guys who are gay too.
