you use a program like paint shop pro etc to make it. Then use another program call animation to do the moving stuff.

Those pictures are called icons or avatars. You can search for them on specific sites especially for icons. Use the xanga search button. Look at our tutorials section after downloading photoshop or paint shop pro on how to make them.

They make it on webdesigning programs. But it's easy to make one on simple programs, like Paint. And the animation, they use an animating program. You can find a lot of them in quite a lot of sites. Google for them.
