Hovering pointers n page movement, how do u make the text move w/ the page? Options

im just wondering how ppl usually have their cursors go over the link n the text expands or just moves the other things on the page... i would like a script to do that but im not sure wut it actually is called so i'll appreciate any sort of help. Thanks!
